Follow-up on 24-hour Rule Advance Manifest for Mexico

AAs a follow-up to our communication of June 6th, 2007 regarding the implementation of a 24-hour Rule Advance Manifest (AMS) filing for any cargo in transit or with final destination Mexico, we can confirm that the new regulations will take effect September 1st, 2007.
To comply with this requirement, any person tendering cargo that is to be transported to Mexico must submit the following information to APL in writing (electronic transmission is acceptable) prior to the specific manifest information cut-off time at various origins:
1. Name and complete address of the shipper, consignee, and of the person who shall be notified of the arrival, as stated in the bill of lading.
2. Amount of merchandise and measurement unit. If the merchandise is carried in containers, the amount and measurement unit shall also be specified as well for each container.
3. Gross weight or volume of the merchandise. If the merchandise is carried in containers, the gross weight or volume shall be specified also for each container.
4. Merchandise description, avoiding general descriptions that do not allow proper identification of the nature of the merchandise; such as: "general cargo", "dry cargo", "chemicals", "perishable items", "bulk merchandise", "bulk minerals", etc.
5. Seal number(s) for each container.
6. In case of dangerous merchandise, state class, division and United Nations number, as well as a telephone number for emergencies.
In the event carrier submits advance cargo declaration to Mexican Customs for cargo loaded on vessel at a non-Mexican port and ultimately destined to ports or points in Mexico, an advance manifest compliance charge shall be payable to Carrier for each Bill of Lading (including Master Bill of Lading) issued by Carrier:
- US$10 per Bill of Lading where Bill of Lading data was submitted to carrier via electronic data transmission (including but not limited to EDI and web based channels); or
- US$30 per Bill of Lading where Bill of Lading data was submitted to carrier manually, telephonically, via text e-mail, via fax or by other non-electronic method.
